The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization. The IFRC Country Office in Bangladesh has been working with the Bangladesh Red Crescent Society (BDRCS) for more than 30 years in humanitarian fields mainly the disaster response and management, cyclone preparedness, disaster relief and recovery, community based disaster preparedness, risk reduction and mitigation, etc.The IFRC Country Office in Bangladesh is now looking for a suitable Bangladeshi national to work on embedded basis for the Bangladesh Red Crescent Society (BDRCS) for the following position:

The Senior PMER Officer will work on creating a culture and practice of reliable planning, monitoring, evaluation and reporting (PMER) in BDRCS. This includes developing and coordinating monitoring and evaluation (M&E) systems and standards within the BDRCS and among its partners, building the capacity of NHQ and branches in M&E, and promoting PMER knowledge & transfer among staff and volunteers of different departments, programs, projects at NHQ and branch levels.
Key tasks and responsibilities:
Planning, Monitoring and Evaluation
- Work in a team to ensure BDRCS departments, programs and projects do planning, monitoring and evaluation following standard guideline and framework.
- Provide technical advice and capacity-building support to BDRCS to prepare strategic and program plans and appeals and to implement appropriate performance measurement, tracking and reporting systems.
- Participate in developing concept notes, project proposals as per demand and provide technical support in developing different types of program implementation plans.
- Provide support in developing Logical frameworks, M&E Plans and other result based planning (frameworks) for different projects and programs.
- Provide technical support to BDRCS for practicing and implementing result based management.
- Design and implement monitoring tools and mechanisms to record progress of all project activities.
- In coordination with the other team members of PMER and also with the program undertake regular monitoring and technical support visits in fields to assess progress against approved plan.
- Contribute to the development and delivery of baseline/VCA/PASSA or other surveys according to the project design.
- Provide technical support in designing and implementing evaluation, e.g. baseline, end-line, survey, midterm/periodic evaluation, reviews and studies.
- Contributes to capacity-building of national society (BDRCS) staff and volunteers on M&E tools and analysis, data management, data analysis, basic surveying and sampling techniques.
- Coordinate and ensure necessary technical support to BDRCS in developing PMER framework for BDRCS.
- Ensure the coordination, timely preparation and submission of reports as per IFRC and BDRCS standards and donor requirements.
- Contribute to wide organizational learning by preparing and disseminating lessons learned, good practices and evidence provided by BDRCS activities through information bulletins, operations updates and revisions, program updates, annual reports and quarterly reports and ensure the standard formats and guidelines are adhered to and followed.
- Provide necessary technical support to ensure quality in pledge based report and operational updates of different programs.
- Capacity strengthening support to the national society staff on different types of report e.g. M&E report, progress report, analysis report.
- Establish and maintain good communication links with program managers to ensure that they submit regular, timely and accurate narrative reports.
- Collaborate with technical personnel and program manager/s in the BDRCS in developing training modules and initiatives.
- Work closely with the finance department to ensure compatibility between narrative and financial information in all reports. Undertake any other reasonable duties as may be requested from time to time.
- Establish good communication with Red Cross/Red Crescent Movement and wider PMER networks.
- In good mental and physical health
- Relevant University degree or equivalent qualification in related fields.
- Professional or academic qualification preferably in M&E with 2 years’ relevant experience
- Two years of working experience in organizational development in the Red Cross/Red Crescent and/or other humanitarian organization.
- Experience in planning, monitoring, evaluation and reporting
- Two years of working experience in organizational development in the Red Cross/Red Crescent and/or other humanitarian organization.
- Experience in planning and managing budgets
- Experience in writing and evaluating project proposals
- Experience in providing training and other capacity building activities
- Experience in writing and evaluation project proposals, preferred.
- Sound interpersonal and organizational skills
- Strong computer skills and working knowledge of Microsoft programs (spreadsheets, windows and word-processing)
- Training/presentation skills
- Excellent report writing skills
- Knowledge of the Red Cross/Red Crescent, its activities and ideals-preferred
- Good verbal and written communication skills in English and Bangla
- Potential knowledge of the Red Cross/Red Crescent, its activities.
